Mahoning SWCD Announces Board of Supervisors Updates

 

Mahoning County, OH – The Mahoning County Soil & Water Conservation District (SWCD) has announced its updated Board of Supervisors, which will guide the district’s conservation efforts in the coming years. The board, composed of local leaders with expertise in agriculture, environmental management, and community development, plays a crucial role in advancing soil and water conservation initiatives throughout Mahoning County.

The newly updated board leadership includes:

  • Matthew Monus, Chairman (Boardman Township)
  • A.J. Baltes, Vice-Chairman (North Jackson Township)
  • Dr. Fred Owens, Fiscal Agent (Austintown Township)
  • Elayne Bozick, Secretary (Coitsville Township)
  • Richard S. Scarsella, Member (Boardman Township)

Matthew Monus, who now serves as Chairman, is a seasoned engineer specializing in site development, stormwater management, and erosion control. His leadership will be instrumental in guiding SWCD’s technical and environmental initiatives.

A.J. Baltes, Vice-Chairman, brings extensive agricultural expertise to the board as a fourth-generation family farmer and active member of the Mahoning County Farm Bureau. His experience in sustainable farming practices aligns with the district’s mission of promoting conservation-friendly agricultural methods.

Dr. Fred Owens, the newly appointed Fiscal Agent, has an extensive background in education and organizational leadership. A professor emeritus at Youngstown State University, Owens has contributed significantly to local community organizations and brings a strong financial and strategic oversight perspective to the board.

Elayne Bozick, serving as Secretary, is an active advocate for historical preservation and environmental conservation. She has been a driving force behind Operation Pollination, a Rotary International initiative aimed at restoring and protecting pollinator habitats.

Richard S. Scarsella, a longtime educator and historian, returns to the board with a wealth of experience in community engagement and historical preservation. His leadership in local organizations will continue to benefit SWCD’s outreach and education programs.

The Mahoning SWCD Board of Supervisors will now every third Saturday of the Month at 10 a.m. to discuss ongoing and upcoming projects, conservation initiatives, and community outreach efforts.
