Mahoning SWCD Board of Supervisors Election Results
Mahoning County, OH – Following a closely contested election, the Mahoning Soil & Water Conservation District (SWCD) is pleased to announce the election of Richard S. Scarsella and A.J. Baltes to the board of supervisors. Their three-year terms will officially begin on January 1, 2025, and both bring extensive experience and a strong commitment to advancing conservation efforts in Mahoning County.
About the Elected Members
A.J. Baltes was re-elected to the board for a second term. A fourth-generation farmer from Ellsworth Township, he manages a 1,000-acre farm that utilizes innovative conservation practices such as no-till farming and pollinator plots. His family farm was honored in 2022 as an Ohio Conservation Farm Family Award winner, recognized by Ohio Farmer magazine, the Ohio Federation of Soil and Water Conservation Districts, the Ohio Farm Bureau Federation, and the Ohio Department of Agriculture’s Division of Soil and Water Conservation.
Richard S. Scarsella returns to the board with over 14 years of service, including past roles as board chairman and associate supervisor. A Boardman resident and dedicated career counselor, Richard is actively involved in several local boards, including the Education Service Center of Eastern Ohio and the Mahoning Valley Regional Council of Governments. He has a strong background in community and non-profit work, particularly in education and historical preservation.
