Monus, Owens Win Mahoning SWCD Board of Supervisor Seats

The Mahoning County Soil & Water District will welcome two new members to its board of supervisors in January, following the results of recent elections.

Matthew P. Monus of Boardman and Dr. Fred Owens of Austintown will join the board Jan. 1 for three-year terms. They were the winners among three candidates running for the two available seats.

“We would like to sincerely thank Jim Milligan and Richard Scarsella for their many years of service to the board,” said Kathleen Vrable-Bryan, district administrator. “Both members’ terms are coming to an end Dec. 31, 2022.

“Jim Milligan has served on the board since Jan. 1, 2020, and Richard Scarsella has served on the board in several capacities since 2008. It is our hope that they will continue to support the District with their expertise and knowledge as associate board members.”

The Mahoning County Soil & Water Conservation District advances best management practices for conserving land and water resources by providing education, technical assistance and stewardship. Established in 1950, the District is staffed by a small team of environmental professionals who lead efforts in community and school outreach, agricultural project support, stormwater control, watershed protection, pond management and more. The District is governed by a five-member volunteer board of supervisors and maintains offices at 850 Industrial Road in Youngstown.
